CORPORATE EXPERIENCE
RMHS Inc., a wholly owned subsidiary of NESI, was founded in 1975 to provide educational and management services in nonpublic and nontraditional settings across the nation. In 2006 RMHS and NESI employed over 1,000 personnel and achieved total consolidated revenue over $30,000,000. The company is incorporated in the Commonwealth of Virginia, with corporate headquarters in Woodbridge, Virginia and Salem, Massachusetts Currently, NESI and RMHS are managing instructional support programs in 30 locations within 12 states, and internationally in Korea.

QUALIFICATIONS
RMHS has demonstrable experience and growth in the following functional areas: educational services program management; distance learning; mission related language training; support programs, such as, testing, post-secondary counseling and tuition assistance processing; and, training and administrative services in Military Community Services and Family Support programs. RMHS educational services program management experience activities include:
- Recruiting, hiring and maintaining qualified professional staff
- Training in instructional methodologies, theory and practice
- Executing a comprehensive and scheduled Quality Control Program. RMHS tailors a program specific quality control plan and conducts scheduled internal quality reviews.
- Communicating openly and frequently with our government customers at all levels, the Contracting Officer’s Representative (COR), the Contracting Officer, and to the most important customer, the armed forces service member, the ultimate recipient and benefactor of RMHS educational services.
- Providing corporate leadership and resources to fully execute contract requirements. RMHS’ corporate management personnel have a broad range of experience from administration of government awarded contracts.

SUPPORT PROJECTS
RMHS experience in providing support programs, such as execution of testing, library services, learning center operation, and counseling support programs is based on a thorough understanding of the program requirements and the ability to execute the contract tasks and subtasks.
Testing (32)
Testing services are provided in support of Army Education Centers providing an opportunity for active duty military and U.S. Army Reservists to take standardized national tests to assess educational status, establish college admissibility and/or earn college credit by examination. Testing programs include DANTES, American College Test (ACT), College Level Examination Program (CLEP), Scholastic Aptitude Test (SAT), formal language testing as prescribed by the Defense Language Training Institute, and educational non-DANTES tests that are offered on military installations. NESI/RMHS has conducted thirty-two (32) projects at the following locations:

Learning Center and MOS Libraries (36)
Learning Center services require expertise in operation and manipulation of computer software and hardware, providing reference information, and excellent customer service skills. Project staff assist soldiers in the use of computer software to access Correspondence Courses, Army Regulations, pamphlets and circulars, training and educational programs, and Internet usage. NESI/RMHS has conducted thirty-six (36) Learning Center and/or MOS Library projects at the following locations:

Counseling Support Services(8)
Counseling support services require experience in the continuing education system, inter-personal communications skills, research skills, and the ability to follow through on designated actions promptly. Counseling Support staff assists Army Education Center counselors with EDMIS documentation, registration for college courses and tuition assistance record keeping. NESI/RMHS has conducted counseling support projects at the following locations:

Higher Education Counseling and Advisement (14)
Higher education counseling and advisement services were provided in support of the Chief of Naval Operation’s commitment to build a better-educated force. Services include academic/vocational/technical counseling to eligible personnel, recording of pertinent data in the naval databases in order to effectively advise individuals and commands concerning educational status, assisting personnel in the development of individual degree plans, interpreting test scores and advising on applicability of the scores to the degree plan, and providing educational briefings on the many aspects and benefits of the Navy College Program. NESI/RMHS conducted counseling and educational advisement projects at the following 14 locations:
